Every day children become homeless for any number of reasons.
Parents pass away, custody disputes become too chaotic, or the State believes that parents are unable to take care of their children and they are whisked away to a “safer place.” For many children that safe place is a foster home, but the question that remains “About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford).
According to Balter (2000), foster care in the United States originated from the “placing out” system of the “New York Children’s Aids Society” established by Charles Loring Brace after colonization indenture system in 1850’s (Balter, 2000, p.246).
During this time, the vulnerable children were forced to do manual work to be provided with food and shelter until they became adults.
